Overseas base oil shipping logistics services

I. BIDDING CONDITIONS

This procurement project for overseas base oil shipping logistics services meets all bidding conditions, Sinopec Lubricant (Singapore) Pte.Ltd (hereinafter "the Tenderee") now invites international competitive bidding from eligible bidders.

II. PROJECT SCOPE & BIDDING REQUIREMENTS

1. Scope of Work:
Full logistics services for base oil shipments from:
[Shanghai Gaoqiao, Guangdong Maoming, Taiwan China, Thailand] to [Singapore lube park terminal, Main Ports of China] including loading, ocean transportation, and discharge operations etc.

  • Compliance with Maoming Terminal Safety Code/Tank lorry for loading

•   Compliance with Formosa Plastics Group berthing requests
  • Local EPA environmental assessment

• Direct   bunkering to the ship via pipelines

Thailand

0-10,000/year

0-800/month

•   Loading at SRIRACHA anchorage
  • Vessel approval by Thaioil required
  • Valid SIRE report
  • Lightering operation: Barge load at terminal → Transfer to mother vessel at   anchorage

• Direct   bunkering to the ship via pipelines

Singapore Terminal: 


• LOA min 87M-max 200M,subject   to terminal approval.

• DWT 3000MT-35000MTS

Note: Actual volumes subject to dynamic adjustment during contract period. Payment on pay-as-you-go basis.

3. Service Period:
Contract duration: 
15 December 2025 to 15 December 2026. Direct extension prohibited; re-tendering required upon expiry.

4. Service Requirements:

Bidder provide suitable vessels meeting international oil tanker shipping standards with certified crew. Ensure safety, punctual and efficient transportation. Deliver real-time shipment and update immediate data to Tenderee.

III. BIDDER QUALIFICATION CRITERIA

1. Corporate Eligibility

Legally registered independent legal entity, Valid business license for international shipping operations

For brokers: Notarized Power of Attorney from vessel owner(s).

Insurance   policy (cargo coverage by P&I club)

Base   oil handling systems

Inspection   reports for: dedicated tanks, firefighting equipment,high alarm system.

Crew   competency

CREW   MATRIX with base oil handling experience

Class   status

Latest   CLASS SURVEY Report

3. Transport Experience
Minimum 5 successful base oil shipments for international oil companies within last 1 year (supporting documents required).

4. Financial Capability
Audited financial statements (last year) demonstrating sound financial
report: Income Statement/ Statement of financial report etc.

5. Commercial Terms

(1) Cargo loss tolerance: 0.1% ( load ship figure VS disport ship figure). if discrepancy excess 0.1%, all losses including cargo value loss to be compensated by owner according to spot market value.

(2) If nominated cargo quantity changed caused by shipper reason or out of tenderee control or force majeure, Tenderee will not afford such quantity adjustment liability.

(3 ) Demurrage disputes resolved through good faith negotiation; arbitration prohibited as first recourse.

(4) Payment: T/T within 1-2 weeks after completion of discharge.

(5) Contract execution under Tenderee's final legal version.

(6) Bidder provide suitable vessels within 5days once received Charterer inquiry.
