Overview
The proposed solar photovoltaic (PV) solution shall be delivered as a complete end-to-end service. The contractor shall be responsible for ensuring seamless coordination from design, procurement, installation, regulatory compliance, commissioning, and ongoing maintenance to achieve reliable long-term system performance.
1. Scope of Work
The contractor shall undertake the full scope of works, including but not limited to:
• Design & Engineering Services
• Complete Installation
• Licensing & Permits
• Hoisting Activities
• Safety & Risk Assessment
• Professional Engineer (PE) Services
• Procurement of All Materials
• Lightning Protection System
• Structural Assessment
• Overall Commissioning
2. Design Principles & Safety Requirements
All system designs must strictly adhere to:
• Design for Safety (DfS) compliance
• Design for maintenance accessibility
• Design for performance optimisation
• Design for tidiness (proper cable management and layout)
Safety provisions shall include:
• Crossover platform for roof gutter access
• Guardrail system at roof edges
• Skylight protection system
• Safety lifeline system
• Cat ladder system
All safety systems shall comply with applicable workplace safety regulations and industry standards.
3. Equipment Procurement
• Class A fire-rated solar PV panels
• Panel inverters or equivalent approved brands
4. Site Preparation & Installation Logistics
• Staging and material handling
• Cat ladder access
• Cable routing and reeling
5. Solar PV System Installation & Commissioning
• Full installation
• Testing and verification
• System energisation
6. SP Services Application & Metering Works
• Submission to SP Services
• Meter coordination
• System turn-on
(No additional LEW fees shall be charged)
7. Regulatory & Authority Submissions
• SCDF
• BCA
• MAA
8. Manufacturer Equipment Warranty
• Solar panels: Full performance warranty throughout the tenure period
• Inverters: Full manufacturer warranty throughout the tenure period
9. Workmanship & System Warranty
Full coverage throughout the contract tenure.
10. Complimentary Sustainability Advisory
• Government funding
• EV incentives
• EV charging infrastructure
11. Power Purchase Agreement (PPA) Requirement
The contractor shall be capable of offering a PPA arrangement, ensuring full coverage of workmanship, system warranty, and solar panel performance throughout the contract tenure.
12. Operations & Maintenance (O&M) Requirements
12.1 Performance Monitoring
• 24/7 monitoring with alarm notifications
• Graphical data visualisation
• Monitoring of faults, overheating, pests, and water retention
12.2 Periodic Visual Inspection
• Routine inspections with documentation
12.3 Measurements & Cleaning
• Annual panel cleaning (frequency adjustable based on site conditions)
• DC voltage, insulation, and grounding measurements
12.4 Corrective Maintenance
• Rectification within 48 hours
• Support availability: 7:00 AM – 7:00 PM
• Contractor to remain contactable for DB-related issues
Tender Submission & Project Timeline
• Tender Closing Deadline: 30 April 2026, 5:00 PM
• Planned Work Commencement: 1 June 2026
• Project Duration: 6 months (full completion)

5. 安装与调试
• 完整安装
• 测试验证
• 通电运行

• 电表申请与协调

（不另收LEW费用）

• 光伏板：整个合约期间性能保修
