Sinopec Lubricant (Singapore) Pte. Ltd. is seeking toll‑blending services in the UAE. We would like to invite your esteemed company to submit a formal quotation and provide relevant information in accordance with the requirements outlined below.
1. Scope of Service
The Toll‑Blender shall provide lubricant toll‑blending services in accordance with the product specifications and packaging standards set out in the contract. At the early stage of cooperation, the scope of OEM production shall cover two high‑demand products, CI‑4 15W‑40 diesel engine oil and L‑HM 68 hydraulic oil, both products shall be packed in Sinopec‑branded 200‑litre drums. Further product portfolio expansion will be considered upon successful and smooth cooperation between both parties.
The validity period of the quotation submitted under this invitation to bid shall be 90 days, commencing from the order placement date of the first trial order. Prices shall be renegotiated subsequently in accordance with the contractual terms.
1.1 Sinopec OEM Order Placement Procedure
1.1.1 Order Request: Sinopec sales team submits a new OEM order request and Purchase Request (PR) to Sinopec SG (Singapore).
1.1.2 PO Preparation: Sinopec SG Procurement prepares the Purchase Order (PO) and forwards it to Operations.
1.1.3 Order Placement: Sinopec SG Operations places the order with OEM manufacturer, providing all required order-related details.
1.1.4 Production Confirmation: OEM manufacturer confirms the production date within two working days of receiving the order.
1.1.5 Collection Schedule: Sinopec Operations informs OEM manufacturer of the target customer self-collection date or shipment date.
1.1.6 COA Issuance Rules: OEM manufacturer submits product analysis data in accordance with the COA template of Sinopec Lubricant (Singapore) Pte. Ltd. Sinopec Lubricant (Singapore) Pte. Ltd. issues official COA to customers.
1.1.7 Release Authorization: OEM manufacturer must not release any cargo to Sinopec clients until Sinopec issues an official Release Instruction (greenlight), following payment by the clients and contract verification.
1.1.8 Document Issuance: Once authorized, OEM manufacturer issues the Delivery Order and Invoice to Sinopec at least two working days before the collection date.
1.1.9 Final Delivery & Payment: Sinopec forwards the documents to the customer. Sinopec processes internal payment to OEM manufacturer prior to the due date.
1.2 Service Commitment
1.2.1 Quality is our top priority. The OEM products must comply with the product specifications and packaging standards of Sinopec Lubricant. The specification of raw materials used are agreed by both parties in the contract and shall not be amended without the written consent of Sinopec Lubricant.
1.2.2 Toll-blender is not allowed to sell any Sinopec Products or any part thereof for its own account.
1.2.3 None of the Parties, their legal/beneficial owners, their subsidiaries (if any), nor (to the knowledge of the respective Party) any of their respective officers, directors or employees, is the subject or target of any sanctions administered by the United Nations Security Council, the European Union, the Office of Foreign Assets Control of the U.S. Department of the Treasury, Singapore, the United Arab Emirates or China (collectively, “Sanctions”), nor are the Parties located, organized or resident in a country or territory that is the subject or target of broad and comprehensive countrywide or territory-wide sanctions administered by the United Nations, European Union, United States, Singapore, the United Arab Emirates or China. Either Party shall be entitled to terminate this Cooperation immediately upon written notice to the other Party if, at any time, the content of this clause or any part thereof proves to have been or becomes untrue.
2. Projected volume (subject mainly to price levels)
2.1 CI-4 15W-40 diesel engine oil: Approximately 600 to 800 drums per month.
2.2 L‑HM 68 hydraulic oil: Approximately 300 to 500 drums per month.
3. Contract period
24 months with an option to extend for an additional 12 months in accordance with the same terms and conditions.

5. Quotation Submission
All tender documents specified in Clause 8.1 to 8.9 shall be submitted exclusively via email to the official mailbox bidding.lube@sinopec.com before September 25, 2026 1200hrs. Failing to do so may be disqualified.
6. Other information
6.1 Sinopec reserves the right to obtain clarification/additional information from the supplier.
7. Miscellaneous
7.1 This document is confidential and may contain exclusive knowledge to Sinopec. Participating parties are not allowed to disseminate, distribute or copy part of this or full document.
7.2 Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.
7.3 Sinopec Lubricant reserves right to:
(a) reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;
(b) accept other than the lowest priced offer;
(c) award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part;
Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.
Notification will not necessarily be sent to unselected suppliers by Sinopec Lubricant.
8. Tender documents
Please note that the information and documentation you submit will be taken into consideration during bid‑evaluation scoring. You are therefore requested to provide as detailed information and supporting documents as possible.

8.5 List of lubricant analytical instruments and applicable test methods.
8.6 Quality‑control documents, including but not limited to those covering raw‑material inspection, metrology/calibration, blending, filling, warehousing and container stuffing.
8.7 QHSE certificates, including but not limited to ISO 9001, IATF16949, ISO45001, ISO 14001, ISO/IEC17025.
8.8 List of Production Equipment: Including the quantity and capacity of base oil tanks, additive tanks and blending tanks, the quantity and production capacity of blending equipment, the quantity and production capacity of filling equipment, as well as the total warehousing storage capacity.
8.9 Financial audit reports from the last three years.
