Sinopec would like to invite bids from qualified contractors for the design and renovation of exhibition hall located in Singapore. The project includes comprehensive services covering concept design, detailed design, multimedia integration, procurement, construction, installation, commissioning, and related technical support.
1. Project Information
1.1 Project Name: Exhibition Hall Design and Renovation Project
1.2 Project Location: 150 Tuas South Ave 5, Singapore 637363
1.3 Completion Deadline: By 31 May 2026
1.4 Floor plan: Refer to Appendix 1 (3–4 multiply A–B).
2. Tender Scope
The scope of work includes but is not limited to:
2.1 Exhibition hall concept and detailed design (including layout plans, renderings, elevations, and multimedia design)
2.2 Content development and material collection
2.3 Procurement of materials, equipment, and multimedia systems
2.4 Fabrication, pre-assembly, transportation, installation, and commissioning
2.5 Integration of digital display systems (e.g., screens, interactive systems)
2.6 Maintenance, technical support, and related services
The exhibition hall shall reflect a modern, technological, and international corporate image consistent with Sinopec branding requirements, incorporating bilingual (Chinese and English) content.
3. Qualification Requirements
Bidders must meet the following requirements:
3.1 Must be a legally registered company
3.2 Consortium bidding is not allowed
3.3 Relevant experience in exhibition hall design and construction projects is preferred
4. Quality requirements
4.1 Design Proposal Requirements
The proposal shall include overall renderings, elevations, plan views (top view), front view, upward view, partial/detail renderings, and other relevant drawings.
4.2 Design and Construction Requirements
(1) Wall Design
* The front wall shall serve as a branded logo feature wall.
* The right wall shall be used for product sample displays.
* The left wall shall present the company’s corporate culture and development history.
* The front wall and left wall shall incorporate electronic screens or other digital display methods. The history display is recommended to adopt a sliding track or other timeline-based format, which can be updated in the future.
(2) Design Style
The design shall reflect a modern, high-tech, and international image consistent with Sinopec’s corporate identity. Multimedia and digital technologies shall be integrated to showcase key products, corporate vision, and culture. The flooring, ceiling, and ambient lighting shall maintain a consistent design style.
(3) Logo and Text
The official Sinopec overseas logo provided by the Singapore company must be used and shall not be altered, separated, or recombined without authorization. All wall displays and materials shall be presented in both Chinese and English.
(4) Circulation and Layout
As the exhibition area is located at the entrance/exit of the office premises, the visitor flow shall be carefully planned based on the actual site conditions. Adequate space shall be reserved for normal office operations and safety access, while ensuring sufficient natural lighting.
(5) Basic Facilities and EquipmentAudio and video playback equipment shall be provided. The type and size of video equipment shall be appropriate to the exhibition area and overall design style.
4.3 Project Timeline Requirement
The entire project shall be completed by 31 May 2026.
5. Quotation Requirements
5.1 The quotation shall include all costs required to complete the project, including but not limited to: design, materials, equipment, construction, transportation, labor, taxes, project management, cleaning, and waste disposal.
5.2 All prices must be quoted in Singapore Dollars (SGD).
5.3 Quotation Format: all quotation must follow the prescribed format provided by Sinopec (refer to Appendix2)
5.4 The Successful Bidder must provide a one-year warranty for the project. Any defects identified during this period shall be rectified by the bidder at their own cost within fourteen (14) days of written notice.
6. Quotation Submission
6.1 All quotations/proposals can only be submitted via email to bidding.lube@sinopec.com.
6.2 Submission Deadline: before 5pm on 9th April 2026, Singapore time.
6.3 Email Subject can only be Bidding for Exhibition Hall Design and Renovation Project in Singapore
6.4 Late or incomplete submissions will not be accepted.
7. Other Information
7.1 Sinopec reserves the right, before construction is confirmed, to require successful bidder to revise their proposal in accordance with its needs.
7.2 All ownership and intellectual property rights in the design proposals provided to Sinopec shall vest in Sinope. The provision of such proposals does not constitute any waiver or transfer of ownership or intellectual property rights. Regardless of whether a bidder is awarded the contract, any bidder that has obtained the tender documents shall not use the design proposals for its own purposes or disclose them to any third party in any form. The successful bidder may use the design proposal solely for the purpose of implementing this tender project.
8. Miscellaneous
8.1 It is confidential and may contain privileged information. You should NOT Allow disseminate, distribute or copy this communication.
8.2 Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.
8.3 Sinopec Lubricant reserves right to:
(a) Reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;
(b) Accept other than the lowest priced offer;
(c) Award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part;
(d) Appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer.
8.4 Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.
8.5 Notification will not necessarily be sent to unsuccessful suppliers by Sinopec Lubricant.
