Sinopec Lubricant (Singapore) Pte. Ltd. hereby invites qualified and experienced service providers to participate in an open bidding exercise for the provision of wooden pallet ISPM fumigation services in support of our export operations.
1 Scope of Service
The appointed contractor shall provide fumigation services, including but not limited to the following:
1.1 Wooden pallet stamping and fumigation, following the standard two-step process of treatment and post-treatment ventilation.
1.2 Utilization of Sinopec’s online logistics platform to manage fumigation activities, including order receipt, scheduling based on requested dates, job status monitoring, uploading fumigation certificates, and submission of billing documents.
1.3 Assignment of one dedicated Customer Service Representative as the primary contact for the Sinopec account.
1.4 Commitment to two (2) fixed daily fumigation service slots (10:00 AM and 4:00 PM), subject to job requests or urgent operational requirements.
2 Cargo Nature & Estimated Volume
2.1 Cargo: Lubricants and raw material
2.2 DG level: Non-DG
2.3 Estimated annual volume:
l 20’GP – 900 units
l 40’GP/HC – 500 units
l LCL – 300 units
Note: The above figures are indicative and may vary depending on production plans, market demand, and shipping schedules.
3 Contract Period
3.1 The contract period will be one (1) year, commencing on 1 July 2026 and ending on 30 June 2027.
3.2 The contract will be awarded to one (1) service provider only.
4 Bidder Requirements
Interested bidders must meet the following minimum requirements:
4.1 Valid business registration and all necessary transport / fumigation permits or licenses.
4.2 Proven safety record and full compliance with applicable local regulations.
4.3 Experienced operations and dispatch team with real-time coordination and escalation procedures.
4.4 Financial stability to support a multi-year service contract.
4.5 Ability to comply with Sinopec Lubricant’s required fumigation time and performance standards.
5 Tender Documents Submission
All interested and qualified bidders shall submit the following documents:
5.1 Sinopec Lubricant RFI Questionnaire (Required Format: Excel file only)
l The Request for Information (RFI) form must be filled out completely and accurately, providing details on company qualifications, compliance, safety management, operational capability, and service experience.
l Supporting document must be submitted in Excel only.
5.2 Sinopec Lubricant RFQ Quotation Template (Required Format: Excel file only)
l All rates must be valid for the entire one (1) year contract period.
l The Request for Quotation (RFQ) pricing form must be completed with a clear and detailed cost for each container type (20’GP, 40’GP/HC and LCL shipments).
5.3 Vendor Company Background Form (Required Format: Excel file only)
l Company profile, ACRA Business Profile, recent year financial statement.
l Supporting document can be submitted in Word, Excel or PDF format.
6 Submission Deadline
6.1 All required tender documents must be submitted no later than 1 June 2026, before 13:00 (1:00 PM) to the following email address: Sinopec Lubricant Bidding - bidding.lube@sinopec.com
6.2 Important note: All tender documents must be submitted exclusively to the official Sinopec Lubricant Bidding email above. Do not send tender documents to any other Sinopec Lubricant personnel. Submission to any other email address may result in automatic disqualification.
6.3 Late or incomplete submissions will be rejected. Bidders must use the official Sinopec Lubricant templates; alternative formats will not be accepted.

8 Other information
Sinopec Lubricant reserves the right to obtain clarification/ additional information from the supplier.
9 Miscellaneous
9.1 Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.
9.2 Sinopec Lubricant reserves right to:
(a) reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;
(b) appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer.
9.3 Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.
Notification will not necessarily be sent to unsuccessful suppliers by Sinopec Lubricant.
