Announcement of Bidding - Container Haulage Services
Sinopec Lubricant (Singapore) Pte. Ltd. hereby invites qualified and experienced service providers to participate in an open bidding process for the provision of container haulage services to support our import and export operations.
1 Scope of Service
The Contractor shall provide container haulage services including, but not limited to:
1.1 Pick-up of containers from designated depots or terminals and delivery to Sinopec Lubricant plant.
1.2 Haulage of containers from Sinopec Lubricant plant to port / terminal.
1.3 Proper scheduling, driver management, and real-time monitoring to ensure safe, timely, and reliable services.
1.4 Effective contingency planning for delays (e.g., port congestion, road restrictions, unforeseen disruptions).
2 Cargo Nature & Estimated Volume
2.1 Cargo: Lubricants and raw material
2.2 DG level: Non-DG
2.3 Estimated annual volume: 20GP/ISO - 5,400units, 20Flexi - 450units , 40GP - 3,150units
Note: The above figures are indicative and may vary depending on production plans, market demand, and shipping schedules.
3 Contract Period
3.1 The contract period will be two (2) years, commencing on 1 January 2026 and ending on 31 December 2027.
3.2 The contract will be awarded to three (3) service providers: one (1) primary haulier and two (2) secondary hauliers.
3.3 The primary haulier will be responsible for managing approximately 90% of the total annual container volume, while the secondary hauliers will collectively handle the remaining 10%.
3.4 The primary haulier will provide a shunting driver on a monthly fee basis. The secondary haulier will be required to sign a Letter of Indemnity with the primary haulier to authorize container shifting within Sinopec Lubricant premises.
3.5 Sinopec Lubricant reserves the right, at its sole discretion, to adjust the allocation of container volumes among the appointed hauliers at any time during the contract period based on performance, service reliability or operational requirements
4 Bidder Requirements
4.1 Valid business registration and all necessary transport permits/licenses.
4.2 Proven safety record and full compliance with local transport regulations.
4.3 Fleet details, including prime movers, chassis types, maintenance programs, and GPS tracking systems.
4.4 Experienced operations and dispatch team with real-time control and escalation procedures.
4.5 Financial stability to support a multi-year service contract.
4.6 Ability to comply with Sinopec Lubricant’s required delivery time and performance standards.
5 Pre-tender HSE qualification
5.1 Companies interested in participating in this tender must first complete the Sinopec Lubricant HSE Safety Evaluation Form and submit it to the Sinopec Lubricant Operation Department and Sinopec Lubricant Safety Department to indicate their intent to bid.
5.2 Sinopec Lubricant will review the submitted HSE information, evaluate the safety compliance of each applicant, and arrange an on-site HSE inspection at the bidder’s premises before tender document submission.
5.3 Only service providers that meet Sinopec Lubricant’s HSE standards will be invited to proceed to the tender stage.
5.4 Pre-tender document submission deadline: 15 October 2025
5.5 Submit the HSE Safety Evaluation Form to:

5.6 Late or incomplete HSE qualification submissions may result in disqualification from the tender process.
6 Tender Documents Submission
All interested and qualified bidders shall submit the following documents:
6.1 Sinopec Lubricant RFI Questionnaire (Required Format: Excel file only)
l The Request for Information (RFI) form must be filled out completely and accurately, providing details on company qualifications, compliance, safety management, operational capability, and service experience.
l Supporting document can be submitted in Word, Excel or PDF format.
6.2 Sinopec Lubricant RFQ Quotation Template (Required Format: Excel file only)
l All rates must be valid for the entire two (2) year contract period.
l The Request for Quotation (RFQ) pricing form must be completed with a clear and detailed cost breakdown for each container type (20’GP, 40’GP, 20’Flexi, 20’ISO).
l Staging cost – Two options are under consideration:
Ø Note: Average yard storage is typically 2–3 days, depending on vessel delays.
Ø Option 2A: Staging cost includes yard storage. Yard storage days are covered without limit.
Ø Option 2B: Staging cost excludes yard storage, which will be charged separately as an additional fee based on daily usage.
6.3 Vendor Company Background Form (Required Format: Excel file only)
l Company profile, ACRA Business Profile, recent year financial statement.
l Supporting document can be submitted in Word, Excel or PDF format.
7 Submission Deadline
7.1 All required tender documents must be submitted no later than 31 October 2025, before 13:00 (1:00 PM) to the following email address: Sinopec Lubricant Bidding - bidding.lube@sinopec.com
7.2 Important note: All tender documents must be submitted exclusively to the official Sinopec Lubricant Bidding email above. Do not send tender documents to any other Sinopec Lubricant personnel. Submission to any other email address may result in automatic disqualification.
7.3 Late or incomplete submissions will be rejected. Bidders must use the official Sinopec Lubricant templates; alternative formats will not be accepted.

9 Other information
Sinopec Lubricant reserves the right to obtain clarification/ additional information from the supplier.
10 Miscellaneous
10.1 It is confidential and may contain privileged information. You should NOT Allow disseminate, distribute or copy this communication.
10.2 Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.
10.3 Sinopec Lubricant reserves right to:
(a) reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;
(b) accept other than the lowest priced offer;
(c) award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part;
(d) appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer.
10.4 Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.
10.5 Notification will not necessarily be sent to unsuccessful suppliers by Sinopec Lubricant.
