Sinopec would like to invite bids from qualified logistics service providers for handling the import, storage, and delivery of lubricant oils (bulk and packed) at, Belgium, France, Germany and Netherlands. This includes chartered barge services for bulk lubricant oil delivery to vessels, import container clearance for packed products exported from Singapore, land transportation from port to bonded warehouse services, provision of bonded warehouse service, bulk collection from Antwerp to chartered barge and on-demand delivery to vessels upon receipt of orders.
1. Tender Scope

2. Contract Period
The initial contract period will be two (2) years. An additional one (1) year extension may be granted upon mutual agreement, which will be confirmed in writing via email between both parties.

6. Quotation Submission
6.1 All Quotation/Proposal can ONLY BE submitted by sending email format to bidding.lube@sinopec.com , before 5pm before 03rd December 2025 Singapore time.
6.2 Email subject format: Bidding for Time chartering barge and logistic service for Lubricant Oils at Several EU Port
6.3 Bidders are required to submit a complete set of documents, including the Questionnaire & RFI, RFQ, and all documents specified under Sections 3.1 to 3.5.
6.4 Late or incomplete submissions will be rejected. Bidders must use the official Sinopec Lubricant templates; alternative formats will not be accepted.
7. Other information
Sinopec reserves the right to obtain clarification/ additional information from the supplier.
8. Miscellaneous
8.1 It is confidential and may contain privileged information. You should NOT Allow disseminate, distribute or copy this communication.
8.2 Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.
8.3 Sinopec Lubricant reserves right to:
(a) reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;
(b) accept other than the lowest priced offer;
(c) award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part;
(d) appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer.
8.4. Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.
8.5. Notification will not necessarily be sent to unsuccessful suppliers by Sinopec Lubricant.
