Sinopec Lubricant (Singapore) Pte Ltd looking for qualifies logistic company to handle stevedoring and warehousing business relevant detail as below:

1.     Scope of Work

Provide forklift driver and labors to do import or export container stuffing/unstuffing, warehousing Inbound/Outbound services in SINOPEC plant on a timely basis to meet export cut-off;

Plant location: 150 Tuas South Ave 5 Singapore 637363

            Picking Product Process

1.     Receiving Tally Sheet from Sinopec logistic personnel.

2.     In strict accordance with tally sheet product code/ product description/ batch no to prepared outbound finished product.

3.     Fill in location products to Tally Sheet under [REMARK] column and pass to Sinopec logistic personnel.

4.     Sinopec Internal transfer products will allocate assign location.   

5.     According customer requested to do labelling, attach the shipping mark, etc.

6.     If any discrepancy found on the Tally Sheet, non-conformance products need to report to Sinopec logistic personnel immediately.

7.     After prepared outbound finished product, inform Sinopec logistic personnel and handover the Tally Sheet and outbound products to stevedores.

8.     Need to do stock taking once a month under the supervision of logistics personnel.

9.     Responsible for indoor and outdoor warehouse the goods in all areas of the position and abide by the 6s management pattern of Sinopec.

Stevedores Loading Container Process

1.     Provide forklift driver and labours to do import or export container oading/ lunloading.

2.     Stevedores need to verify tally sheet product quantity with picker. (for reference)

3.     When doing container loading, stevedores need to follow the implementation of container splitting rule table.

4.     According customer requested to do labelling, attach the shipping mark, string wrappings, etc.

5.     Before container loading, must verify container no. & seal no. identical with Tally Sheet.

6.     Need to take photos when container loading/unloading in process, at least 6 photos (before container loading with container number, half way of container loading, any damage/repair portion of container, finished container loading with container number, seal no. after closing container door).

7.     If any discrepancy found on the container no. /seal no. need to report to Sinopec logistic personnel immediately.

8.     When handling if found damaged packaging / pails, leakage, deformation, rusty drum and other nonconforming product shall be placed on the timely picked NCP area and report to picker and Sinopec logistic personnel immediately.

9.     Product for loading & Unloading: Lubricant, Grease, Raw Material, Additive or etc;

10.  Packing unit include: IBC, Drum, pail, carton, bag

1.      Service Commitment

1.1   Contractor must strictly abide by the management of SINOPEC rules and regulations, any action that violates safe work practices, safety rules and regulation, safe work procedures, involvement in near-misses incident and workplace related accident may be subjected to disciplinary action up to and including discharge the person involve or terminate contract.

1.2   Contractor must have one daily site safety management personnel, to ensure that the loading site safety and orderly, such as a violation Cause an accident, Contractor shall take full responsibility.

1.3   After Contractor receives SINOPEC to provide the Tally Sheet, must be carefully checked to confirm and sign, if the packing process occurs in the damaged, or less loading, or loading the wrong goods, losses caused by the Contractor solely responsible.

1.4   Contractor causes because of their schedules delays shipment, losses caused by the Contractor solely responsible.

1.5   Contractor must be in strict accordance with the provisions of packing and container photos collection weekly morning for logistics personnel archive, to facilitate product traceability, if SINOPEC want to trace products but Contractor does not provide a completed picture, losses caused by the Contractor solely responsible.

2.     Product for Stuffing/Unstuffing

Lubricant, Grease, Raw material, loose cargo or palletize cargo, packing unit include: IBC, Drum, pail, carton, bag, etc.

3.     Freight Volume

Currently 600-700 containers/month, estimate in 2027 800-1000 containers/month. (Above quantity only for reference)

4.     Contract period

24 months and with an option to extend for an additional 12 months in accordance with the terms (Contract start from 01-October-2026)

8.    Quotation Submission

All Quotation/Proposal can only be submitted by sending email format to bidding.lube@sinopec.com before 15th August 2026 before 1200hrs. Failing to do so may be disqualified.

9.    Other information

9.1 Sinopec reserves the right to obtain clarification/ additional information from the supplier.

10.1  It is confidential and may contain privileged information. You should NOT Allow disseminate, distribute or copy this communication.

10.2  Sinopec Lubricant shall not be liable to any suppliers for the costs and expenses incurred by the supplier in preparing and submitting their quotation/proposal.

10.3  Sinopec Lubricant reserves right to:(a) reject any or all offers and discontinue with this Request for Quote/Request for Proposal without obligation or liability to any potential supplier;(b) accept other than the lowest priced offer;(c) award the quotation/proposal to more than one supplier and/or the quotation/proposal in whole or in part;(d) appoint a supplier (or more than one supplier) on the basis of initial offers received, with further discussions or requests for best and final offer.

10.4.Sinopec Lubricant will not enter into correspondence with any suppliers regarding the reasons for non-acceptance of a quotation/proposal and reserves the rights not to disclose the details of the selected quotation/proposal to the rest of the suppliers.

10.5. Notification will not necessarily be sent to unsuccessful suppliers by Sinopec Lubricant.
